Permit manual runs while controller in "Standby"

Suggestion: Modify controller status to permit “manual” watering while controller is in “Standby” Mode
Rationale: Often times only one Zone needs to run. Requiring that the controller be switched into “On” mode before allowing manual watering caused two undesirable effects:
1)   Programmed runs automatically start running in conflict with desire to only run one (some) zones
2)   Forgetting to turn controller back to “Standby” causes all programs to run until user mistake is noticed (e.g., during vacation, remotely running one zone then forgetting to return controller to “Standby” causes all watering cycles to complete continuously)

The standby mode is designed for a quick stoppage only.  We discourage using the standby mode over a long period of time.  Putting the system in long standby result in less than desirable result.

For long idle, it's better to use delay or setting seasonal water budget to 0%.  That way, the system will automatically come back.
